We can't have normal outcomes while we have an abnormal (and hopelessly undemocratic) electoral system. Its effects pollute almost every aspect of our political culture.
I didn't get to this, but yes I think this is an important part of the story. It's also kind of embedded within the centralisation question. We have one incredibly and overly dominant centre of power and it is elected in a bizarre way - so both problems compound each other.
